This post provides information relating to the 2023 Non-School Leavers Application Form (NSL) application forms for the six Papua New Guinea universities.
Recently, PNG Insight receives an overwhelming request for the non-school leavers’ (NSL) application forms. The post aims to give feedback on the requests of the visitors on the PNG Insight Blog.

Note that some of the universities (see the list below) have uploaded the NSL application forms on their websites at the time of this post. The main universities have updated their websites by uploading the Non-School Leavers Application Form.

Teacher training institution applicant info
This information is for NSL applying to the teachers’ training institutions in the country.
In particular, NSLs wanting to apply to teacher’s colleges will find the post useful. Important details for NSL applicants – such as application process, dates and application fees – are provided for the non-school leavers.
The education secretary’s circular to the heads of teachers’ training institutions and governing council stated that the ‘non-school leaver form is a standard form and will be made available to applicants on request.
A vetting committee must verify the following information on all applications:
- Grade 10 and 12 certificates are from recognised schools and matriculation centres;
- The applicants must have left school in the last 5 years. For example, 2023 non-school leaver applicants must complete Grade 12 between 2017 and 2021;
- Minimum grade point average of 2.4 and a B grade or above in English or Mathematics; and
- Matriculation students must have their official certificates stamped and signed.
In anticipation to launch a strong application, consider the important detail before applying to a teacher training institution.
Especially, take note of the 2020 dates and application fees for NSL applying to a teacher training institution in the country.
Dates for non-school leaver application forms for teacher colleges
The dates below are guides for applicants for teachers’ colleges in the country. The dates are about the same year on year so if you are going to apply, make sure you mark these dates in your yearly planner.
- Closing Date for the NSL application late July
- First vetting (Teacher Institutions/colleges) mid to late August
- Second vetting (Teacher Education, Waigani) early to mid-September
- Education Secretary endorsement mid-November
- Publication of the NSL acceptance list in early December
Teacher Colleges NSL application fee
The application fee is set by the PNG Department of Education. The education department recommends that NSL applications should NOT exceed K50, usually non-refundable.
The education secretary, after the first and second vetting, endorses the selection list of non-school leavers. And, informs the head of the teachers’ college or publishes the list in the media around December of every year.
Presently, the education personnel in the provinces especially the head of training institutions, chairpersons of governing councils, Guidance Officers and other key education officers will have relayed the information to students.
Non-school leavers categories
The NSL apply directly to universities of their choice. For those who may not know, here are the various groups of NSLs.
- Diploma students wanting a degree program at university.
- Grade 12 students with good marks, but missed out on uni selections in the last 5 years.
- Also, Grade 12 students upgrade their marks and meet the national matriculation requirements mentioned above.
- Grade 10 students doing Grades 11 and 12 at university centres.
- Pacific Islanders and other nationals.
School leavers applications
The school leavers are the current Grade 12 students. The Department of Higher Education, Research, Science and Technology (DHERST) deals with SL applications for university placements.
In the past, the Grade 12 students used to complete the *manual* School Leavers Forms (SLFs). Schools in the country send the students’ SLF to Port Moresby. There, the selectors from universities select their first-year students.
In fact, the completion of SLF changed in 2017 when DHERST started doing online SLF.
The DHESRT is implementing online SLF and online selection. The national high, international and secondary schools only guide students with their university choices online. This is followed by the selection which is also done electronically.
The grade 12 students will get the results online, unlike in the past when the university selection list is published in print media.

Hi Eddie, the 2020 NSL selection list is usually published by the universities and colleges alongside HERST’s 2020 Grade 12 selection list.
No release date as announcement as yet.

Hi I’m Steven Paul completed year 12 at Anglimp Secondary School in Jiwaka. I was not given an opportunity to secure a space at an higher institution due to some low marks.
However I upgraded my English mark from C grade to B grade and the other four subjects too. I gain A grade in General Mathematics, B grade in Economic, B grade in Geography and B grade in Accounting .
I receive my Transcripts in 2017, my current GPA 3.2 . I was accepted to Bomana Police College from 15th March to 19 March 2019 graduating with certification in Policing at the Bomana Police College. I now work as a policeman.
I want to further my study by applying for a Diploma Prosecution in 2021.

Hi I did my diploma in accounting at Kokopo Business College in 2015-2016. I want to further my studies at UPNG to get my bachelor in accounting. Now I’m currently employed. Am I eligible to apply.
Yes. You can apply as a non-school leaver. You’ve got to find out if you can only do 2 years to get a bachelor’s in accounting given that you did have a diploma.

Hello, I did my Studies at UPNG in 2008-2011 and due to shortage of four (4) credit points I didn’t graduate. I’ve been employed since 2013-2019 (currently) and I need to re-enroll at UPNG to complete my studies. How is that, possible for me to apply. Need need your kind assistance.

Hi Martin, many PNG universities requirement for Non School Leavers is that your study year must be within the last 5 years to qualify for NSL application for re-admittance.
This may also be a condition for UPNG re-admittance.
I see that you have been out for more than 5 years.
I suggest that you speak to the dean or head of your department or a senior lecturer who knows you well at UPNG.
State your reason/s why you have been out that long. And, ask him to assist you with a letter for re-admittance to complete your study.

I also had a similar situation.I completed my grade twelve in 2013 and then upgraded my marks in the first semester of each year 2015-2016 .I was supposed to get my transcript the following year but due to the student unrest at UPNG, all our records were miss placed.. Currently I’m still waiting to get my completed transcript. Am I eligible to study next year given that situation? thanks

A grade 12 student is a school leaver. The grade 12 students apply through the Department of Higher Education (DHERST) online school leavers application platform. No need for manual application – the manual application is for the non-school leavers (those who have left school in the last 5 years) only. If you need more clarity, read the article.

I really like the updates the universities provide but I would like to say that it is convenient or useable to those people who are having constant link with the web page or stay closed to whrere the facilities are available.
7 out of every 10 people in PNG find it difficult to get access to a source that provides internet service due to lack of services, accessibility or means through which they can affort due to high cost.
Only 45% of people are successful when they have the chance to come across Android phone or internet phone, including computers.
The remaining % miss out on the chance to apply when go round looking for facilities or instruments that connect internet.
The simple test is you look at the number of people that provide their feedbacks after visiting PNG Insight blog. From the feedbacks you can infer how many people are participating are searching for NSL application forms
My advise is to update information on line so that people can find it easy to get what they are looking for.
It is very complicated to understand what I mean by up to date as I include, time, distance, resource, social obligations and other factors that are contributing every day as part of challenge and the dynamics involve to counteract all those inevitable stuff of event.
It is very complicated for some.
Look the actual date of the opening of application is already due and yet late to put up on line like 2020 applications for some university.
How would people feel when have the trust and their trustees are not performing their trust. otherwise, we are concerning about accountability and transparency?

Hi, thank you for the comment. I can’t agree more with you. The universities in PNG and especially UPNG and UNRE have to step up to the expectation – make their application forms available on time.
These universities have a responsibility to do that deligently.
